There is no way of copying crm rules (reagrdless if being created using the rule wizard or the graphical script editor) just by copying a few files.

Copying files only work if you copy ALL files from one user to another one (*.vbs, *.rse, *.ase, *.srb). By doing so you will copy the complete set of call routing rules from one user to another. It is NOT possible to select just one.

To copy a rule created by the gse take the according rse file (from the file explorer or export it from within the gse), open the call routing manager for the new user, create a new gse rule, import the rse file.

That's the way to go.

No, this is not true.

The only rule that can be treated like this is the special PreProcessing rule. But this is not shown in the call routing manager at all. 

So, as I said: download/export the RSE file and then import it into an empty gse rule for another user.
